To me it is definitely Mark Hollis from "Talk Talk". Smooth yet colourfull voice filled with emotions.. But on the other way - Talk Talk has some more proggy records than other Prog bands (like "Spirit of Eden" or "Laughin Stock" CDs) so it is hard to say whether he is still non-prog voice
.. And regarding Roland Orzabl - definitely yes!!
