Only for the satellite service. Since it *IS* satellite, the user could be anywhere on terra firma or on the high seas or even in the air. As long as there is radio transmission between user and satellite, an IP is assigned but it does not reflect WHERE in space-time the client is located. While it is conceivable that the satellite provider knows the latitude, longitude and even the altitude, they issues IPs from a block of addresses but that IPs location information is not updated dynamically.

I have an EVDO card. I could get an IP address assigned by my provider listing me in the states but if I go outside (as I was in Canada) the IP address would still list me as being in the US.
