As long as there is radio transmission between user and satellite, an IP is assigned but it does not reflect WHERE in space-time the client is located. While it is conceivable that the satellite provider knows the latitude, longitude and even the altitude, they issues IPs from a block of addresses but that IPs location information is not updated dynamically.

I have an EVDO card. I could get an IP address assigned by my provider listing me in the states but if I go outside (as I was in Canada) the IP address would still list me as being in the US.
