I only wish I had suggestions. The only way I know how to do that is to use some Unix based utilities that will resize. Part of the problem is that I have zero decimal zero knowledge of how to get them to work. I could probably program a utility with the jpeg library that would do it, but that info likely wouldn't do much good, since a) I don't program for windows, and b) you likely don't have access to a Unix box.
